Emergency Communications

The essential manual of Emergency Communications from the International Amateur Radio Union, to be used in conjunction with CSF/CWB documents is the 94 page IARU Emergency Telecommunications Guide is a must-print, must-read, must-study for all Radio Amateurs who wish to be prepared for emergencies and communications. At least print it out and keep it handy. Updated in September 2016, it mentions the fact that good Morse Code CW Operators can pass traffic more accurately, reliably and faster than SSB operators. Yet almost all EMCOMMS training around the world is currently only for SSB and digital mode operators.

Communicators Without Borders

It is time for an international CW operators network capable of message handing, and Disaster Communications to be in place. CSF-CWB is engaged in this task in cooperation with Radio Relay International. CSF-CWB are organising a network of CW Operators who are skilled at higher speed accurate CW sending and receiving, and able to write down CW messages accurately at speeds of 18-25WPM and higher. We are providing |Morse Code message handling training sessions, CW Nets and aim to provide a network of operators who can relay messages to and from portable, mobile and fixed points across state and national boundaries, even with signals down in the noise or interference.

CWB Frequencies

Centre of activity frequencies are announced on the CW Calling and announcements Frequency 7050 and CWB network frequencies are known to CWB operators but not necessarily published as they may change according to circumstances. Additional frequencies may be applied for via the relevant authorities.

Communications Emergency Network Training

Training in accurate formal message handling using Morse Code (CW) is provided by CWB. Please see CWB-Training for the latest session information. All amateur radio operators capable of sending and receiving CW at 18WPM and above, are encouraged to participate. Those who can handle messages accurately and reliably at 25WPM and above are encouraged to register as CWB Operators. All radio amateur CW operators are strongly encouraged to practice participation in nets, and for this purpose there are several CW Nets already in operation. In particular you are encouraged to check in to the 7051.2kHz CW Net weekday evenings.

Identifications During Exercises Related to Emergency Services Operations

Tactical call signs can be used throughout exercises, provided the license conditions are not violated, relevant section:

(2A) If a network of amateur operators is participating in emergency services operations or related training exercises, for transmissions relating to those operations or exercises, the licensee must ensure that arrangements are in place for at least 1 station in the network to transmit the call signs of the stations participating in the network:

(a) at the beginning and end of a transmission or series of transmissions; and

(b) for a transmission or series of transmissions that lasts for more than 30 minutes — at least once during each period of 30 minutes; and

(c) by voice (using the English language), by visual image or by an internationally recognised code.
